Responding to unwillingness - a management training course

How can you respond to unwillingness?  By saying, “You don’t seem very keen. What’s bothering you?”  If you talk about it you might be able to turn it around.  If you ignore it, you’ve no chance.  The safest approach, unless the person gives you an unambiguous signal to the contrary, is to assume unwillingness and talk about it.
